The Priorities
Strong and Inclusive Communities
Working to ensure strong, prosperous and inclusive communities with a sustainable and vibrant future.

How Devon is now
While over 15% of the population of 740,800 (2006 figure) live in the city of Exeter, most people in Devon live in or within reach of small market towns.
Devon has over 400 parishes, of which 97% have a population of less than 10,000; and 93% have a population of less than 4,000. Rurality is a defining feature of Devon, which affects quality of life, access to jobs, homes, services and facilities, and the economy.
In North Devon 64% of unemployed respondents surveyed highlighted transport as a reason for not being able to obtain a job.
Community planning is led through eight Local Strategic Partnerships (LSPs) and many local activities in villages, towns and neighbourhoods; 181 plans identifying local priorities have been produced by communities or are in progress.
Devon is becoming more diverse; the black and minority ethnic population doubled between 1991 and 2001, and there is an increasing migrant worker population.
How will we achieve this Priority?
By 2018, measurable improvements will have been made in the following areas:
- People in Devon report that they have good opportunities to influence decision making which affects them.
- More people have access to services and facilities whatever their particular needs or home area.
- People who belong to vulnerable groups report that they are fairly treated by public and private service providers and within their communities.
- The challenges presented by demographic change in Devon are being addressed and the opportunities taken.
- Our communities, including villages and smaller settlements have a continuing and vibrant role in people’s lives.
