Stage 4 - Prioritisation

This stage prioritised those issues that were submitted as part of the evidence base stage to establish which issues would form the main part of the SCS and as such, determine the focus of the Devon Strategic Partnership’s work for the next ten years.  This prioritisation process was devised by the Delivery Board appointed Task & Finish Group and had 4 stages within it:

  • in addition to the evidence base already developed, a supplementary document to each of the themes identified within the evidence base was produced.  This supplementary document refined the theme analysis by identifying the key high level strategic issues within the theme, considering and addressing the consultation responses to the evidence base and taking into account the findings of an equality impact assessment of the evidence base.

  • the Task & Finish Group agreed the criteria to be used and the supporting information necessary to carry out the prioritisation process

  • a long list of priority issues for Devon was produced using the agreed process. This long list of issues was informed by a wide ranging public consultation and therefore, the prioritisation process does not include a general public consultation. This process included a Citizens' Panel and postal survey which asked the public to contribute towards the prioritisation by identifying those top 6 issues that they thought the DSP should tackle in the near future.

  • The DSP Conference and Delivery Board considered the long list and the DSP Partnership Board made a final decision on the priority issues for Devon in November 2007. The priorities are to improve Devon by:
  1. Supporting our County's world class natural environment, our built environment and cultural heritage to improve the look and feel of the places where we live
  2. Working to ensure strong, prosperous and inclusive communities with a sustainable and vibrant future
  3. Creating the conditions to enable Devon to have a strong and growing economy, and ensuring maximum opportunities are available for everyone to contribute to and benefit from it
  4. Ensuring the availability and balance of appropriate housing
  5. Inspiring our County’s young people to achieve their best and supporting them in tackling the issues that concern them most
  6. Promoting health and personal well-being for all so that people are as healthy as possible
  7. Tackling behaviour that intimidates, hurts or offends people in Devon
  • 10 year outcomes relating to each priority have also been developed
  • The SCS is being produced in July 2008 in the form of a website and a summary booklet.
